The government's petition for a writ of mandamus, requesting vacation of district court orders directing it to be represented at an initial court settlement conference by a representative with full authority to settle a civil tax refund lawsuit, is granted where although the district court has the authority to order parties to participate in mandatory settlement conferences, the court abused its discretion in ordering a government representative with full settlement authority to appear at an initial settlement conference.
