In petitioners' applications in the Commonwealth of the Northern Mariana Islands (CNMI), a territory of the United States, for naturalization as United States citizens, the district court's grant of summary judgment in favor of the government's rejection of the applications is affirmed, as the Consolidated Natural Resources Act of 2008 (CNRA) did not permit the petitioners to count toward the requirements, including that they have resided in the United States continuously for five years, for naturalization the time they resided in the CNMI before CNRA's effective date.
