In a suit brought by several conservation groups claiming that the renewal of forty-one water supply contracts by the United States Bureau of Reclamation violates section 7(a)(2) of the Endangered Species Act, 16 U.S.C. section 1536(a)(2) and illegally threatens the existence of the delta smelt, district court's judgment granting summary judgment for defendants is affirmed as, the plaintiffs lack standing with regard to the contracts and section 7(a)(2) of the ESA does not apply to the settlement contracts.
