In an action by media companies against the state of Idaho for failure to bring its public execution procedure into compliance with the law, the district court’s denial of a preliminary injunction is reversed where Idaho has had ample opportunity for the past decade to adopt an execution procedure that reflects the settled law California First Amendment Coalition v. Woodford, 299 F.3d 868, 877 (9th Cir. 2002).
