Lewis v. Ayers, 11-15309

In a case in which a prisoner requested and was denied a stay of habeas proceedings on the ground that he was not competent at the time to assist counsel: 1) the appeal is dismissed, where the Ninth Circuit lacked jurisdiction to review the competency determination because it was not an immediately appealable order; and 2) a petition for writ of mandamus is denied.
