In removal proceedings against a Lebanese national reopened after he pleaded to guilty to mail fraud for his role in a scheme to defraud mortgage lenders, a petition for review of a BIA decision upholding removal is denied, where: 1) neither the BIA nor the immigration judge abused their discretion in holding that the petitioner was convicted of a "particularly serious crime" rendering him ineligible for asylum or withholding of removal; and 2) substantial evidence supported the finding that conditions in Lebanon had changed since an earlier grant of asylum and withholding of removal, such that it was no longer more likely than not that the petitioner would be tortured upon his return there.
