A prisoner's motion to file a successive petition for writ of habeas corpus is denied, where: 1) a claim of judicial bias had been dismissed with prejudice in an earlier petition; 2) the petitioner did not show by clear and convincing evidence that no reasonable factfinder would have found him guilty; and 3) the petitioner could not show actual innocence of the aggravating factors used to sentence him to death.
