In an appeal from a judgment of the district court granting respondent's motion for summary judgment in a dispute involving which of the parties bears the responsiblity for a disabled minor's out-of-state education under the IDEA, judgment is affirmed in part and reversed in part where under California law, the state agency responsible for funding a special education student’s education at an out-of-state residential treatment facility is the school district in which the student’s parent, as defined by California Education Code section 56028, resides.
