In an appeal from a judgment of the district court dismissing, on the grounds of qualified immunity, plaintiffs' Section 1983 complaint for unlawful arrest and a violation of the right to family integrity, judgment is affirmed in part and reversed in part where the statute on which the district court relied in finding qualified immunity was unknown to defendant-police officer at the time of the offending arrest.
