In an appeal from a judgment of the district court dismissing plaintiff's state law claims involving whether defendant's drivers were employees or independent contractors under California law, judgment is reversed because the exercise of federal jurisdiction would not hinder, frustrate, interfere with, or obstruct the regulatory authority of the California Public Utilities Commission under California Public Utilities Code section 1759.
