Potrero Hills Landfill, Inc. v. County of Solano, 10-15229
In an appeal from a judgment of the district court, dismissing on Younger abstention grounds plaintiffs' Section 1983 action for declaratory and injunctive relief challenging the constitutionality of a voter-enacted count ordinance restricting the import of out-of-county solid waste into Solano County, judgment is reversed where Younger abstention does not apply.
