In an appeal from a judgment of the district court affirming an Administrative decision that defendant properly found plaintiff-minor ineligible for services under the Individuals with Disabilities Education Act (IDEA), judgment is reversed where defendant violated IDEA by relying exclusively on the "severe discrepancy model" to determine whether minor's dyslexia constituted a "specific learning disability" such that she qualified for special education.
