In a Section 1983 action alleging that defendants violated plaintiff's due process right to safe conditions while in the involuntary custody of a state-run mental institution, judgment of the district court denying defendants' claims to qualified immunity is affirmed where the plaintiff's allegations and evidence against the first defendant sufficiently support a constitutional violation that defeats qualified immunity, but reversed where such allegations and evidence fail as against the second defendant.
