Estate of Amaro v. City of Oakland, 10-16152

In an interlocutory appeal involving the application of the doctrine of equitable estoppel to a Section 1983 claim, judgment of the district court is affirmed because the doctrine applies where a plaintiff believes she has a Section 1983 claim but is dissuaded from bringing the claim by affirmative misrepresentations and stonewalling by the police.
