In a dispute arising from an order vacating a consent degree involving an action against state officails to improve the care of a class of indigent children who suffer from severe emotional and mental disabilities, judgment of the district court is reversed where the court’s application of a civil contempt standard with the imposition of the burden of proof on the plaintiffs was in error.
