In a constitutional challenge to the implementation of a restricted instant runoff voting (IRV) scheme under Proposition A, summary judgment in favor of defendant is affirmed on limited grounds where: 1) even assuming that aspects of challenged restricted IRV scheme impose any burdens on voters’ constitutional rights, such burdens are minimal at best; and 2) defendant advanced valid, sufficiently-important interests to justify using a restricted IRV scheme to determine election results.
