In an action under the Administrative Procedure Act (APA) and arising from the withrawal of a condtional approval for use of bear-resistant containers manufactured by the Plaintiff in certain national parks, summary judgment in favor of the plaintiff is affirmed, where the decision to revoke was neither arbitrary nor capricious.
