In a petition for review of two final orders of the BIA denying petitioner's application for relief under former section 212(c) and 8 U.S.C. section 1182(c), petition for review with respect to section 212(c) application is granted with denial on CAT claim where BIA failed to consider all relevant facts to 212(c) petition and where there is insufficient evidence supporting claim that petitioner, a native and citizen of China, will be tortured if returned.
