In an environmental dispute involving the scope of the National Environmental Policy Act (NEPA) and arising from a district court order directing the defendant to improve existing ferry service before proceeding with the expensive construction of a new ferry terminal, judgment of district court is affirmed where failure to examine a viable and reasonable alternative to a proposed project without adequate justification violated relevant environmental impact study and thus breached the NEPA.
