In a dispute involving, essentially, a Second Amendment challenge to a local government ordinance banning gun shows on its property, summary judgment without leave to amend is affirmed in part and vacated in part, because only government regulations which substantially burden the right to keep and to bear arms trigger heightened scrutiny under the Second Amendment, and where ordinance prevails, because the declination to use government funds or property to facilitate the exercise of a Second Amendment right does not constitute a substantial burden.
