In an action involving the scope of the attorney's fees provision of the Civil Asset Forfeiture Reform Act, 28 U.S.C. section 2465(b)(1)(A), the dispute is referred to an appellate commissioner to determine amount of fees due where the lodestar method for fee computation is controlling and the actual fee agreement between claimant and its attorney, while relevant, is not determinative, with award to be paid directly to claimant and not its attorney.
