Hayes v. County of San Diego, 09-55644

In a 42 U.S.C. section 1983 action stemming for the fatal shooting of plaintiff's father, summary judgment in favor of defendants is affirmed in part and reversed in part where standing remains an open question and the district court correctly applied the purpose-to harm standard.
