In an suit by 18 hospitals from Washington State appealing the decision of the Secretary of the Department of Health and Human Services' exclusion of certain low-income populations from federal entitlement calculations, judgment is affirmed where General Assistance-Unemployable (GAU) and Medically Indigent (MI) patients were not eligible for medical assistance under Washington's Medicaid plan, and they were therefore properly excluded from the calculation of the hospitals' Medicare reimbursements.
