Sacora v. Thomas, 10-35553
In a habeas corpus action pursuant to 28 U.S.C. section 2241 challenging the policies by which the Bureau of Prisons (BOP) placed inmates in community correctional facilities, also known as residential re-entry centers, the district court's partial denial of the petition is affirmed where the BOP's policies violated neither the statutory provisions that they implement nor the Administrative Procedure Act.
