In an action under the Administrative Procedure Act seeking to compel action by the EPA on plaintiff's complaint that a city failed properly to utilize EPA funds to address environmental problems, dismissal of the action on mootness grounds is reversed where the voluntary cessation exception to the mootness doctrine applied.
