In a Privacy Act action against the State Department based on Defendant's failure to disclose complete information about Plaintiff, a prisoner in a foreign country, to the press in the U.S., dismissal of the complaint is affirmed where Plaintiff's allegations failed to show that more disclosure would have caused his release from prison.
