In a petition for review of the BATF's revocation of Plaintiff's firearm license, the BATF's order is affirmed, where Petitioner's violation of the Gun Control Act was "willful" because the BATF had previously cited Plaintiff for failing to keep adequate records and Plaintiff nonetheless did not do so.
