In a civil rights suit brought by six media organizations against the Nevada Secretary of State pursuant seeking declaratory and injunctive relief allowing them to conduct exit polling in the November 2006 general election, judgment and order denying plaintiffs attorney's fees after they obtained a permanent injunction is vacated where the district court's ruling did not identify the special circumstances rendering an award of fees unjust.
