United States Ninth Circuit

Petition for review of a denial of petitioner's deferral of removal claim under the Convention Against Torture (CAT) is denied where: 1) the circuit court was not barred from considering the petition; and 2) substantial evidence supported the denial as petitioner failed to establish that internal relocation within Mexico was impossible.
