An order staying plaintiff's domestic contract dispute against an insurer pending resolution of arbitration proceedings in England is reversed as: 1) the district court abused its discretion in imposing an indefinite Landis stay; 2) upholding the stay under the doctrine of international comity would be inappropriate at this stage based on the limited record; and 3) a remand was necessary to develop the record in order to determine whether the parties agreed to arbitrate disputes arising from an insurance contract.
