Petition for review of a dismissal by the BIA of petitioner's appeal from an order of removal is granted where the BIA's holding, that she was ineligible to apply for suspension of deportation under former INA section 244(a)(2), was an impermissibly retroactive application of the Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA).
