United States Ninth Circuit

Morgan v. Gonzales, 05-74378

In a petition for writ of habeas corpus challenging a final order of removal on grounds that the government had promised petitioner permanent resident status in exchange for cooperation in a drug prosecution, the petition is denied where plaintiff failed to make out colorable claims for either a due process violation based on estoppel principles or a substantive due process violation under the state-created danger doctrine.
