In a case arising from intervenor's attempt to collect on a default judgment he holds against Iran based on its alleged assassination of his brother in France, a judgment allowing intervenor to attach a judgment in favor of plaintiff-Iranian ministry in a contract dispute is affirmed but on the alternative ground that the judgment is subject to attachment under section 201 of the Terrorism Risk Insurance Act of 2002 (TRIA).
