In a suit brought against Arizona and officials challenging the Arizona Citizens Clean Elections Act, an appeal from dismissal for failure to state a cause of action is dismissed as moot where: 1) one plaintiff, the Association of American Physicians and Surgeons, had terminated its political action committee (PAC) after judgment; and 2) none of candidate plaintiffs raised a live controversy.
