In an Individuals with Disabilities Education Act (IDEA) case, a ruling denying plaintiffs an award of attorney's fees is reversed where, because a hearing officer determined that the student at issue was deprived of a free and appropriate public education (FAPE), and that she was eligible for special education, she was a prevailing party entitled to an award of attorneys' fees.
