In a dispute over a Bureau of Reclamation project to build a concrete-lined canal to replace an unlined portion of the All-American Canal, an injunction of the project pending appeal is vacated where environmental and statutory claims were moot, and the district court lacked subject matter jurisdiction over the remaining claims.
