In a RICO action brought by insurance companies against numerous Southern California surgeons and surgery clinics alleging that defendants operated a fraudulent billing scheme, the imposition of a case dispositive sanction is affirmed where defendants so damaged the integrity of the discovery process that there could never be assurance of proceeding on the true facts.
