US v. Jackson, 05-30058

Dismissal of an indictment under 18 U.S.C. section 2423(c), which punishes any U.S. citizen "who travels in foreign commerce, and engages in any illicit sexual conduct with another person," is affirmed where, using any reasonable definition of the word "travel," defendant's actions while living in Cambodia fell outside the conduct that Congress proscribed.
