In a dispute between local exchange carriers over the identification of internet-bound traffic and compensation for delivery of certain telephone calls, a judgment is affirmed in part as to portions of a California Public Utilities Commission (CPUC) Arbitration Decision which were not arbitrary or capricious, but reversed in part as to a determination that a competitive local exchange carrier could disregard paging traffic for purposes of computing the presumptive volume of ISP-bound traffic, which was contrary to federal law.
