Kashin v. Kent, 04-56703

A petition for certification brought by a senior foreign service officer seeking certification that he was acting within the scope of employment at the time of a car accident in Russia is granted where: 1) District of Columbia law governed the question of whether he was acting within the scope of employment; and 2) under applicable law, defendant was acting within the scope of employment at the time of the accident.
