Guerrero v. Gates, 02-56017

Dismissal of claims under RICO and 42 U.S.C. section 1983 stemming from allegations of wrongful arrest, malicious prosecution, and a general conspiracy of improper behavior by city officials is reversed in part where Heck v. Humphrey and a statute of limitations barred all but a portion of one of his 1983 claims, and plaintiff had established standing under RICO.
