Denial of habeas relief and parole in an immigration matter is reversed where: 1) the general detention statutes relied upon by the government do not authorize indefinite detention; 2) petitioner's detention was unreasonable, unjustified, and in violation of federal law; and 3) denial of parole during the pendency of the proceedings was an abuse of discretion.
