Petition for review of a denial of an application for asylum and additional relief is denied where: 1) the Board of Immigration Appeals' inclusion of a footnote disavowing an adverse credibility finding within a -streamlined affirmance- violated its regulations, but caused no prejudice to petitioners; and 2) substantial evidence supported the immigration judge's conclusion that petitioners did not establish past persecution or a likelihood of future persecution.
