Padilla v. Lever, 03-56259

Section 203 of the Voting Rights Act applies to recall petitions circulated pursuant to California law, therefore dismissal of plaintiff's suit seeking declaratory and injunctive relief regarding defendants' approval of English-only recall petitions is reversed.
