COOPER-SMITH v. PALMATEER, 03-35794

Denial of plaintiff's writ of habeas corpus is affirmed over his claims that 1)the district court declined to expand the record, and 2)the trial court violated his constitutional rights when it imposed a dangerous offender sentence without the predicate facts being proven to the jury.
