EL HIMRI v. ASHCROFT, 03-71152

Plaintiffs, seeking asylum, successfully established that 8 U.S.C. section 1231 does not authorize the designation of Jordan as a country of removal, and, further, that they are members of a minority that is subject to economic persecution, entitling them to withholding of removal.
