In a suit by a condominium owners association to enforce a rule against the placement of satellite television dish in common areas, plaintiff's complaint did not raise substantial questions of federal law since section 207 of the Telecommunications Act of 1996 does not confer jurisdiction on the federal courts, and therefore dismissed for lack of subject matter jurisdiction.
