United States Ninth Circuit

KEBEDE v. ASHCROFT, 02-73135

Ethiopian petitioner's failure to report the rape in her asylum interview and application does not support the IJ's adverse credibility finding. Remanded for a determination of whether her past persecution was atrocious, such that it warrants a grant of asylum.
