GALVIN v. HAY, 00-17425

Defendants were properly granted summary judgment, on qualified immunity grounds, for the denial of a march permit and for dispersal of the prayer service that began as an alternative to the march. Dismissal of the Federal Tort Claims Act false arrest claims is affirmed as well.
