District court erred in holding that residents living across from a county dump lacked standing to bring Clean Air Act claims based on ozone degradation. It also erred in granting summary judgment to defendants on claimed violations of Resource Conservation and Recovery Act requirements concerning cover, open burning, explosive gases, and uncontrolled access.
